Introduction

This guide provides a comprehensive overview of the application processes for becoming a certified Inspector of Record (IOR) or Project Inspector in California. There are two primary certification bodies: the Division of the State Architect (DSA) for educational facilities and HCAI (Department of Health Care Access and Information) for healthcare facilities. Understanding the requirements, pathways, and documentation needed for each will help you navigate the certification process successfully.

The DSA certifies Project Inspectors for K-12 public schools, community colleges, state-owned facilities, and essential services buildings. The application is Form DSA 175.

Understanding DSA Inspector Classes

Class 1 — Highest Level

Qualifies for the most complex projects including new buildings of Type I or II construction (steel, concrete). Required for large schools and complex structural work.

Class 2 — Broad Range

Qualifies for buildings of Type I, II, III, or IV construction. Covers most school projects except the most complex ones.

Class 3 — Entry Level

For smaller, less complex projects. Often serves as stepping stone to higher classes. Wood-frame construction and smaller additions.

Note: A Class 4 certification also exists as a pathway into Class 3.

Application Components

The DSA 175 application package consists of:

  • DSA 175 Form: Main application identifying which class exam you're applying for, contact information, and certification statement.
  • Qualifications Matrix (Attachment A): Identifies which qualification pathway you're using and lists required supporting documentation.
  • Experience Record Forms (Attachment B): One form per project documenting your qualifying experience. Must include project details, employer information, dates, and duties.
  • Supporting Documentation: Copies of certifications, licenses, degrees, or transcripts depending on your qualification pathway.

Key Qualification Pathways

Each class has multiple pathways. You only need to qualify under ONE option.

For Class 1:

  • 4 years code-enforcement inspection experience + Commercial Combination Inspector cert (ICC I5)
  • 4 years as lead project construction superintendent on Type I/II projects
  • Licensed CA Architect, Civil Engineer, or Structural Engineer + 1 year construction observation
  • Advancement from Class 2 or 3 with additional experience

For Class 3 (Entry Level):

  • 2 years code-enforcement inspection + Residential Combination or Commercial Building cert
  • 2 years as lead project superintendent
  • 6 years construction experience including 2 years as journeyman in carpentry, steel, concrete, or masonry
  • Licensed ME or EE + 1 year construction observation
Education Substitution: Bachelor's degree in architecture, engineering, building inspection, or construction can substitute for 1 year of experience. Associate's degree can substitute for 6 months.

HCAI (formerly OSHPD) certifies Hospital Inspectors of Record for general acute care hospitals, psychiatric hospitals, and skilled nursing facilities. The certification is governed by California Administrative Code Section 7-204.

Understanding HCAI Inspector Classes

Class A — Most Comprehensive

Authorized to inspect ALL areas: Architectural, Mechanical, Plumbing, Electrical, Fire/Life Safety, AND Structural elements.

Class B — Broad but Limited

Authorized for Architectural, MEP, Fire/Life Safety, and Anchorage of Non-Structural Elements. NOT authorized for major structural systems.

Class C — Specialist

Authorized for one or more specific areas (e.g., Medical Gas, Fire Alarm, Electrical, Accessibility) based on corresponding specialty certification.

Application Package Checklist

CRITICAL: Incomplete applications will be rejected. All forms must be typed. Do not staple.
  • Hospital Inspector Certification Application: Specifies exam class (A, B, or C), preferred test location (Los Angeles or Sacramento), and applicant certification.
  • Qualifications Matrix: Identifies which qualification method you're using and lists required supporting documents for your chosen pathway.
  • Experience Form(s): One form per project. Must include project name, employer, supervisor, facility address, timeframe, hours worked, type of construction, and detailed descriptions. Not required if qualifying via architect/engineer license.
  • Verifier Certification Form: Required for EACH experience form. Must be completed by someone who directly observed or supervised your work.
  • Education and Certifications Form: Required when using education to substitute for experience OR when qualifying via specific certifications.
  • Fee Payment Form: Submit with appropriate fees. Do NOT combine Application Review and Exam fees in one payment.

Key Qualification Pathways

For Class A:

  • Experience Path: High school diploma + 6 years technical inspection experience on Type I/II construction
  • Licensed Engineer Path: Valid CA license as ME, EE, or Civil Engineer + 2 years relevant experience
  • Advancement Path: 2 years satisfactory performance as Class B IOR on projects of significant scope
  • Architect/SE Path: Valid CA license as Architect or Structural Engineer (no additional experience required)

For Class B:

  • Experience Path: High school diploma + 4 years technical inspection experience on Type I/II construction
  • Architect/Engineer Path: Valid CA license as Architect or Structural, Mechanical, or Electrical Engineer
  • Experience + Certs Path: 2 years experience + ICC CA Commercial Building (I1) + ICC CA Commercial Electrical (I2) + IAPMO CA Plumbing + IAPMO CA Mechanical

For Class C (Specialist):

Requires 4 years relevant experience + valid specialty certification. Common specialties:

  • Electrical: ICC CA Commercial Electrical Inspector
  • Medical Gas Systems: NITC Medical Gas Inspector 6020
  • Fire Alarm: NICET Level III in Fire Alarm Systems
  • Accessibility: DSA Certified Access Specialist (CASp)
Education Substitution: College education in architecture, engineering, building inspection, or construction can substitute for up to 2 years of required experience on a year-for-year basis.

Application Tips

Start gathering documentation early

Contact former employers and supervisors for verification letters well in advance.

Type all forms

Both agencies require typed applications. Handwritten forms will be rejected.

One project per form

Complete a separate Experience Record for each project. Large projects can be subdivided.

Be specific about duties

Vague descriptions can result in experience not being credited. Detail your actual inspection responsibilities.

Keep copies of everything

Maintain copies of your complete application package before submission.

Check certification expiration dates

All supporting certifications (ICC, IAPMO, etc.) must be current and valid at time of application.

Consider the foundational path

ICC California Commercial certifications (I1-I5) are valuable for both DSA and HCAI pathways.

Know the experience limits

Experience over 40 hours/week will not be credited. No overtime credit.
